Ciaran Martin is Professor of Practice in the Management of Public Organisations at Oxford’s Blavatnik School of Government. Before returning to Oxford, he led a fundamental shift in the UK’s approach to cyber security by successfully advocating for a more interventionist approach. This led to the creation of GCHQ’s National Cyber Security Centre, of which Ciaran was founding Chief Executive from 2016 to 2020. The NCSC has been lauded for its quick response to incidents and for putting previously classified information in the hands of industry so that companies can defend themselves more effectively.
Dr Noran Fouad is a Research Associate for the Blavatnik School of Government’s Digital Pathways at Oxford, leading on a project to develop an executive education course on digital transformation and digital governance. She completed her PhD in international relations at the University of Sussex, writing an interdisciplinary thesis on the socio-political construction of cyber security. Noran holds a BSc and MSc degree in political science from Cairo University, where she also taught on multiple undergraduate courses. In Cairo, she was Academic Assistant and Executive Editor of two academic journals published by the university’s Faculty of Economics and Political Science.
